NORMA is a quick framework for evaluating whether a particular air-delivered payload can be used effectively by focusing on three core factors: the nature of the target, obstacles in the area, and the altitude above the target area. The nature of the target guides what kind of warhead or fuze is appropriate and how the target will respond to detonation. Obstacles in the area matter because surrounding terrain or structures can affect the weapon’s trajectory, clearance, or collateral damage considerations. Altitude above the target area sets the release or stand-off distance and influences timing, ballistic behavior, and how well the munition can achieve the desired effect given the target’s environment.

Weather, while important for overall mission planning and delivery accuracy, is not part of the NORMA factors in this context. It’s evaluated separately, so it does not govern the NORMA-based selection of SBF/ABF/BP.
